public here my comments on the vote of the municipal budget that will read today at the City Council .
The financial tsunami, which originated from the U.S. banking system that has expanded beyond all limits on consumer credit, has swept not only the major banks, but all economies national, now global, throwing turmoil in financial markets and initiating a period of sharp recession, whose developments, especially dramatic in terms of employment are yet to be discovered.
Even our country's system is heavily paying the consequences of this crisis (perhaps a little 'less than other industrialized countries, thanks, for once, a certain wisdom that Latin America has made us wary of certain suggestions of the new economy Anglo-Saxon) .
In this difficult situation, however, requires that all joints of the state and all institutions, even before the private sector, take consistent behavior to counter the recession, by encouraging productive investment and saving resources to be allocated to the most vulnerable groups and the social safety nets.
The Presidency of the Italian Republic, once again, has set an example by reducing the costs of 2.5% for goods and services, cutting the number of cuirassiers and blocking the turnover.
difficulty, however, to take the same line in the proposed 2009 budget of the Municipality of Ferrara. The number of employees, despite the outsourcing of most public services, remains more or less unchanged at around 1500 units (1 per 86 inhabitants), among the highest in the region.
spending on staff, obviously, exceeds € 50 million, absorbing more than 40% of operating revenue (In Titles 1, 2 °, 3 °). If we add
transfers (due to outsourced services), which increased by 19% over 2008, reaching nearly 15 million €, and then the interest payments that increase by 4%, the taxes of 65% (from 3191 2008 to 5271 of 2009) and general expenses, traveling more than 10 million, we understand clearly what this current budget is in plaster and is reduced as compared to 2008, the availability of resources for essential goods and services.
The most serious and worrying, is given, however, the state of indebtedness of the municipality.
If in 2008 the debt rose by 4.248 billion, compared to 2007, well in 2009 will increase by 17.287 billion, 32.195 billion more in 2010 and 2011 other 24.426 billion, up to 3 years in the stratospheric sum of 240.308 billion.
Now every citizen should know Ferrara to have a debt of about € 1230.
In the heavy economic situation in the presence of a productive economy weaker than most other regional capitals, and considering that 20% of the population does not know how to balance the family budget to make ends meet, is expected at the possibility of overloading the debt burden borne by each citizen, from 1230 to 1366 € in 2009 from 1605 in 2010 to 1787 in 2011?
If this happens I do not dare imagine what the mortgage rates go up!
I do not want to comment and even less appreciation, remains unchanged because of my esteem for those who made these predictions can not, however, in no way share. The
wrong because I believe would lead to a financial situation of the Municipality impossible to manage in the coming years.
The motivation for much of my negative vote on the budget of 2009, has already written the Board of Auditors: "The rigidity of the composition of the budget and current account should be increased gradually to erode over the years resources allocate them to other management activities, leaving less margin of discretion in limiting spending by requiring the commitment of accurate structural choices "
am aware that voting against the budget means leaving out the most politically el'approdo in the mixed group. I am also aware that this decision will change the political conditions with which it has been my election as President of the Municipal Council, the proposal of the majority, and with the vote of the entire opposition. For reasons of opportunity and respect for all Directors, to-morrow I will resign as President of the City Council.
