The creation of a production plant for the production of solar silicon, the raw material for the construction of solar panels to produce electricity, provided within the perimeter the petrochemical of Ferrara, is an important choice, and that goes in the direction of regenerating brownfield sites with the introduction of innovative and very little industrial pollution.
The detailed plan, arrived in Council yesterday, contains some very questionable from the standpoint of urban planning. As in all the detailed plans, in fact, even here it was necessary identify the planning standards set out in Article 46 of Law 47/78, as far as 15% of the area for the setting of production. These public spaces, then once by the rules, must be surrendered to the City. In the resolution discussed by the City Council is expected that the public standard is made available to the private sector by the municipality, the exact opposite of what the law provides. This procedure is incomprehensible and not due to any existing provision of law, because the monetization of the standard required defeats the very meaning of the detailed plan. Beyond these technical and legal considerations, the fact remains serious that the setting of this productive activity, important in itself, would require appropriate environmental mitigation area in a wooded area where the pollution found a small clearing in oxygen product.
In other words, beyond the many good intentions declared, instead of pretending to enforce the law, asking the private shares to make green and parking provided, the council has made the choice to collect money monetization to damage the surrounding environment.
